The answer is yes and no, if you just want to try diving and don't want to pursue it as a career; you don't need to be a swimmer. Book a DSD( Discover Scuba Diving) with any dive center and they will send you diving with an instructor who will keep hold on you underwater. He will show you around and you're completely dependent on him/her underwater.
If you really enjoy diving and want to go on your own or maybe persue it as a career; you need to be a good swimmer to get certified. Diving certifications are just like academic certificates, you start from verybasic and keep on building higher certifications ( just like you strated your education from nursery and eventually passed your intermediate exam or maybe got PhD degree, open water certificate is like nursery educated for diving😄)
